Punish them both!
You order your men to bring Peter away and get his dick cut off for insulting you in such a manner... You also tell them to sell Johanna off as a ****. They both cry out against your sentence, but it was totally in your power to do such things. You are brutal but efficient, and got 200 gold for Johanna at the **** market. You wanted them to suffer, you got that... They won't cross you ever again. You have ruined their marriage plan forever.
Your people were prepared for the event as they knew of the plan at hand, but all were shocked by the fact, that you refused their request... Even so, you had enacted such a harsh punishment for an insult! Most of your subjects start to fear you and doubt your abilities to manage things around here, but none would dare to question you openly. All will follow your orders to the letter in fear.
