Public Use Submissives

Old rule: Submissives without a dominant may designate themselves for public use. Public use submissives are identified by their metal, government issued collars. Public use submissives may choose how long the collar locks on for. While wearing the collar, public use submissives are considered slaves and they have no rights. Except for ****, anyone may do to them whatever they want to them until the collar unlocks.

A metal collar appears on your kitchen counter. You remember registering yourself for public use over a month ago, but you haven’t had the guts to actually put the collar on yet.
