You change the subject and chat amicably whilst finishing your main course, but keep an eye out for the waiter who spanked the two students. When he passes close by to serve the diners at another table, you catch his attention.

"Is everything to your satisfaction, sir?" he asks, attentively.

"Oh, yes, quite. I just noticed that the customer who complained about the two young women over there hasn't inspected their bottoms yet to see whether the paddling you gave them met expectations. As the matter oughtn't take up any more of your time, perhaps you should suggest to whomever it is that he or she deal it personally if any further chastisement is required."

"Er, yes, sir, I'll do that right away." You sense an air of disappointment that it appears he won't be getting another chance to thrash the pair of gorgeous young ladies, together with slight rancour at the suggestion that his disciplinary methods might have been lacking in some way, but he seems willing to accommodate your request.

Julia looks puzzled as the waiter leaves, so you enlighten her.

"Now we might find out who made the complaint!"

At once, Julia's expression changes from perplexity to enlightenment, but even before she can even express her admiration for your guile, the scheme comes to fruition.
