A matronly woman in a floor length dress patterned with kingfishers struts through the restaurant to the girls' table and without even pretending to inspect the marks of their recent paddling, she picks up the cheerleader's paddle and gestures to Johanna to stand up. You notice that she isn't carrying a spanking implement of her own and your rules on nudity punishments entitle her to spank the Asian fresher, but Amelia would not normally be required to submit to another woman. When your student catches sight of you, the expression on her face is almost comically shocked. Not having noticed you before, it must seem as though you've been following her around in the hopes of catching her performing further misdeeds. Her would-be spanker also jumps a little, but gathers herself and replies, somewhat haughtily.

"Their nauseating displays of affection are making it impossible to concentrate on our meals. All the perverted groping and preening is quite disgusting and just look at how they're dressed!"

Apart from holding hands, the young lovers only touched each other so that Amelia could help support her date in the ridiculously awkward shoes you've **** her to wear; if that constitutes perverted groping then the whole world's in trouble. You were willing to give her the benefit of the doubt, but it's obvious that this woman is allowing her personal prejudices to colour her decisions. Now, your rules in the Rulebook mean that she must genuinely believe that what she's doing is for the girls' own good, but that just means nobody has ever taught her any differently. Of course, you could just use the Rulebook to improve attitudes generally, but perhaps there's a more interesting solution, especially since you notice that she's in good shape for a woman of her age and obviously takes care of her appearance.
