Raven had suspected Weiss to be no match for her after all the Schnee girl had to be just another spoiled brat. That's why Raven had been bested.

Normally Raven would have beaten Weiss but that wasn't an option. Raven had been standing in front of Weiss's cage, letting the heiress know she would be ransomed when the giant fist of Weiss's white knight appeared behind Raven, punching her in the back of the head and knocking her out.

Vernal let Weiss know since she had beaten Raven in combat, now Weiss was the leader. With a smirk at her knocked out captor, Weiss knew exactly what to do.
