Who gets that almighty power to change the universe on a whim?

When does one get such a power?

Will it be some teen fighting within a War between clones and droids? Prequal and Clone Wars (CW)

Or one between those of the Rebel Alliance and the Galactic Empire? Original or GCW

Maybe the Resistance will gain much from such power? Though the First Order could do with a new Supreme Leader?
