That was the advice from All Might himself. But as Izuku got his quirk coming in from All Might, this reality warping power seeping in in which he could feel but not understanding, plus hormones he never really confronted before. It all got muddled, mixing, until he didn't know what was what.

On the TV Mirko was capturing a villain, and in Izuku's muddled state, he had a simple thought. 'Wouldn't it make things better, if she worked with me?'

"Rumi is going to walk by my street and see me. She'll get a crush on me."

That was a safe way to connect to her...right? Just go outside, work out a bit, she'll come talk to him, and they can be friends.
