The battle appears to be in a stalemate, but you notice that every time Pidgey retreats, Blue uses Growth. Bulbasaur is slowly getting better and better at attacking, while the Pidgey remains stagnant.

The Pidgey dives for another tackle, but this time Blue lets it hit. Now that it's in closer range, she calls for Vine Whip, which easily makes contact at such close proximity. The vines wrap around its body, and the Pidgey frantically starts to fly away. Bulbasaur starts to pull it down, but you see Blue make her stop.
