Her boots are getting in the way

Despite her being able to walk and run in them earlier, Ruby found that her heels were slowing her down, and something felt off. Combined with the growing throng of people in front of her, and she was having a real issue. Unknown to her, the clasps on her boots had come undone or loose when she crashed to the floor, which meant they were slowly sliding off. It wasn't until she had gotten about 15 feet from where she had previously fallen for the boots to make things much worse, when her left one slid several inches down, tripping her again and causing her to land on her face, her hands breaking her fall but allowing the skirt to fly up in the back again. With a growl, she kicked both of her boots off and resumed running, now much more stable but still slow due to having to watch where she stepped.

Unfortunately for Ruby, with all this jostling, the corset had now come loose, and was frequently sliding down, causing her boobs to slip out, which meant she was now juggling her hands between holding down the skirt and pulling the corset back up, while the running made the skirt bounce up and down flashing which ever side wasn't being controlled.
