A strange and old badge that gives the user many abilities

Description: it looks like a toy police badge with Disciplinary Officer on the front and underneath that it says Made by T.P.

Abilities:

-First it makes the wearer have absolute authority in any and all punishments in the mind of anyone they meet and are able to give punishments for any reason

-No outsider will find any of the punishments strange or weird because "there being punished of course"

-The person being punished is able to verbally react as they logically would while still submitting to the punishment (i,e Wonder Women embarrassed at a public spanking or Supergirl's bratty complaints while in chastity) as in there mind this person having authority over them doesn't mean they like being punished

-The user can enforce almost any punishment from anal to feminization to even free use

-The user is still limited to people or groups of people he can't just randomly punish a rock or a house but a person going in to said house because the user said there not aloud to? That works

-Long term punishments can be made but the person must be able to actually go through with it and it has to be specific Example "you should give your self a enema and then fuck your ass" won't work but "your punishment is to give yourself one enema every Sunday and then do anal training with a dildo of at least 5in for a hour" would
