There are numerous outlaws who seek to profit from war. Hutt space, is where majority of them operate. But with war, many are willing to risk, for fast and easy money on territories of CIS and Republic.

They are bounty hunters, slavers, smugglers, pirates, assassins and crime lords.

Lately both, Republic and CIS, started hiring these scum to fight for them.
