Of course she does

Kate decides she has to pursue Yelena but she knows that it would be impossible to catch up with high heels on so she quickly takes them off which wastes time that she will soon regret. Unfortunately for her right as she runs out the elevator the doors start closing and close on the clasp of the bra forcing her leave it behind. With only her panties left Kate runs faster then she's ever ran before to catch up to Yelena and also avoid being, seen, photographed, or recorded by the few office workers on that floor.

Upon receiving word that Clint is now fighting the tracksuit mafia in the ice rink Kate immediately asks the LARP-ers to place her costume and equipment near the entrance where she suspects Yelena will rappel down to get to Clint and Kate will just have to find a way follow her down.

Kate quickly catches up to and runs past Yelena mostly due to her embarrassment induced adrenaline rush. Kate blocks the doorway to hopefully try to talk some sense into Yelena.

Kate: What are we doin'?

I mean, it's Christmas Eve. Let's grab a drink, huh?

Yelena: Okay. Yeah. Sure.

Kate: Cool.

Yelena: After I kill Barton.

Kate: No. No, that's not what...

Come on. You don't need to...

*Yelena then kicks Kate in the stomach to get through her*

Kate tries to grab Yelena but Yelena turns it around on her and pushes her against the glass then drags her across the glass with her boobs and face squished against it. Fortunately for Kate there were no workers on the other side of the glass that could witness her incredibly humiliating situation. She just has to hope that when the power went out that none of the CCTV's have a backup power source.

Kate and Yelena continue to fight until they get to the window where Yelena plans to rappel down but Kate gets in front of her to block her path then shoves her back to slow her down.

Yelena: Ow! That really hurts!

Kate: Yeah. Yeah, well, so did the kick to the ribs.

Yelena: Oh, yeah. That was a good one. That was good form. It was a shame to have to hurt a body like that though.

Kate suddenly remembers that she is almost completely naked aside from her panties her cheeks turn bright red from the realization and she immediately covers her breasts with her hands.

Kate: Stop staring at my breasts!!

Yelena: I'm sorry, I can't help it.

While Kate is distracted covering up Yelena tackles her to the ground and handcuffs her panties to the leg of a chair which has no opening. It probably would have been smarter to handcuff Kate's wrist or her ankles but Yelena thought that surely Kate would not be dumb enough to chase her outside completely naked where all the people, reporters, and paparazzi can see her. Part of Yelena also thought that if Kate was dumb enough to still chase her then she would be giving herself and the rest of the world the gift that is seeing Kate Bishop completely naked. As Yelena rappels down the building at incredible speed she spots Clint Barton in the middle of the ice rink.
