Kohta's command- formulated because he found the sight and smell of shambling corpses to be repulsive- had the unintended effect of turning his apartment complex into the default refugee center in the city. People flooded in to hide in the only place zombies wouldn't go, and the more people that entered, the more disorderly the complex got.

Consequently, Kohta issued a second command to give himself influence over the people invading his apartment. At the time, he had been trying to halt the complex's descent into becoming a pigsty. Consequently, Kohta decreed it was normal for him to get to decide who could stay in his complex. The command's unforeseen side-effect was caused by several factors.

Everyone knew the complex was over capacity and running out of material- food and bottled water- fast. Simultaneously, people were aware leaving the complex meant being devoured by zombies. Consequently, individuals who wanted to stay in the apartment formed gangs- organized groups who attempted to **** other gangs out of the complex. The fewer people there were in the apartment building, the longer the dwindling supplies would last.

Kohta's second command centralized the ability to **** people out of the apartment into his hands and consequently ensured there wouldn't be a confrontation between gangs, but it didn't dismantle the mobs or solve the underlying reason they were organized. The complex was running out of supplies, and it was known that Kohta would be forcing people out of the complex soon. Consequently, the competition between gangs didn't dissipate. Instead, it moved to a new theatre.
