Red Hood takes on Gotham

Gotham is a cesspit of degeneracy. Bruce believed in rehabilitation, in redeaming the criminal scum who plagued this city and would stop you from doing what needed to be done to clean up the streets.

Well, Bruce isn't here now. He vanished somewhere with Flash. Presumably off-world. Now you have the free rein, without the Bat's shadow keeping you in check.
