What does end up writing and what effect does he invertedly create?

Humans like to Breed, don't they?

As the day of the Promised Day approaches, the population of Amestris should be as large as it could possibly be. There was no point using this nation as a sacrificial circle, if there weren't enough humans here. The Homunculus racked his mind.

Well, Humans liked to breed, didn't they?

He wrote:

"As time goes on, the women of Amestris will feel a greater urge to mate, breed and produce children. As many children as they can make. This urgency will gradually increase the closer it is to the Promised Day."

Not just the women, though.

"The men of Amestris are encouraged to impregnate women..."

No, better than that.

"The men of Amestris will be encouraged to impregnate multiple women. Amestris will have no taboos about men mating with multiple women nor women having children from multiple men."

That was a good idea. Men can become hostile to others, if they suspect infidelity or that a child of their wife's isn't their own, so he was glad to foresee that issue and correct for it. The same goes for women getting upset with their husbands and denying them further intercourse, which was detrimental to his plan.

Now, humans can just focus on breeding and multiplying, without worrying over who owns what. The solution was perfect,

… but it could be more perfect.

He added:

"In fact, the humans of Amestris will not recognise any taboos in regards to intercourse and breeding and they will believe this to be normal."

There will be no pesky rules or moral hang-ups getting in their way. No concerns for what was acceptable or not. Just that they mate. Wherever, however, whenever with whomever.

"There will also not be any deceases that can be transmitted through intercourse with Amestrians."

He couldn't have them dying from decease and plagues, could he? Speaking of:

"Breeding will become an important part of Amestrian culture. It will be the common standard in Amestris to have large families and, no matter by how much the population increases, the country will always be able to accommodate for and will receive no ill effects."

No ill effects is broad. So long as they could sustain themselves, so their population could only increase and not decline, that was all he cared about. The how was not his concern.

That covered it.

He placed the book down for now, because he now had a nation to found.

When do the book's effects start showing themselves? Do we skip forward in time to when Amestris is the country famed for their sexual prowess?
