The world was already rocked to its core with the emergence of Quirks, and the attempts to research them haven't been any help as most of the science around Quirks is a mystery. For whatever reason, Quirks are tied to a person's libido. The more they use their Quirk, the more aroused they become. If someone were to overuse their Quirk, they would become an animal in heat and willing to jump anyone to sate their lust.

In the early days of Quirks, men who used their Quirks would often sexually assault any woman nearby afterward, adding to the early hatred and discrimination the early Quirk users faced. The bias got so bad that many Qurik users, primarily men, became villains to strike back against society and live freely as Super Humans. The Government responded by creating Pro Heroes, people that will fight villains and serve as positive role models for other Quirk users. However, the male Pro Hero's found themselves just as susceptible to their urges as the villains, and the many sexual assault scandals almost destroyed Pro Heroes.

It was eventually revealed that women had far better control over their urges than men and were able to act as more effective superheroes. The Government then decided that only women could become Pro Heroes. While that stopped the sexual assault scandals, it left the Pro Heroines with another challenge, as many male hero hopefuls wanted to destroy the girls out of spite. The Pro Heroine's life wasn't easy as many villains were male and wanted nothing more than to dominate the Pro Heroines and do many depraved acts with them. Despite these issues, the Government doesn't plan on fixing them as the villains had their attention diverted to the Heroines and would be less inclined to target them or ordinary citizens. So became the norm of Hero Society; even with the appearance of All Mighty, the Symbol of Peace, the world was based on Villains wanting to subjugate the Heroines.
