He has her van towed

For the next couple of hours, Tori squirmed uncomfortably behind her rock cover, periodically taking careful glances beyond it in a vain hope that perhaps the crowds of people on the beach would have all left, or at least diminished enough that she could risk making dash for her van. But no such luck; if anything, it looked like the number of visitors to the beach had actually gone up. At this rate, she was convinced she'd actually have to wait until nightfall, and that was with the slim chance that no one stumbled on her hiding spot.

And then things got worse.

Tori was making another glance over the rocks, only to do a double-take as she saw a tow truck marked with the emblem of the Blue Bay Harbor police department suddenly pulled up next to her van. To her mounting disbelief, she watched as two officers got out, examined her license plate and compared it something written on a notepad, then began hooking the van up to their truck.

"What? Why are they towing me?!" she exclaimed in disbelief, while he still-invisible Enf floated above her and quietly laughed at the look on her face.

He'd considered a number of ways to make her situation worse, but had ultimately decided on squashing what marginal bit of hope she had for escaping with her dignity intact. So, he'd reached out and hacked the BBH PD's computers, altering their records so that Tori was now listed as having well over a dozen unpaid parking tickets and citations for numerous traffic law violations, enough to mark her for immediate impounding. Then it had been a simple matter of sending the cops a tip on where the van currently was, and now Tori was **** to watch as her van - and more importantly, the clothes inside it - was driven off without her, leaving her stranded in more ways than one.

Enf cackled as he watched the Blue Ranger's face collapse in disbelief and despair, then...
