Halve the taxes

The harvest has failed, but it wasn't the fault of the serfs... They have earned relatively no amount of income and that means you would be getting nowhere near as much tax income as usual. But you can't bring yourself to bleed you people dry, so you decide to halve their tax burdens. This is a noble act, but it will earn you only a small amount of money to pay your own taxes to the king... Will it be enough in the end?
