Government and Laws

The Worlds' governments were completely caught off guard by the Cock Sucker Virus's spread. The virus caused a pandemic, spreading across the entire globe. Very few people were not infected, most infected had very mild symptoms. People were initially unconcerned because the mortality rate was almost nil.

The US Government knew something ahead of time and being a highly repressed nation (at least at the federal level), attempted to squash the spread. However, scientists weren't sure how it spread or even what the early symptoms were. The only link they found between the infection and transformations was that only people who had been infected at some point in the past could undergo a transformation. When that transformation happened could be the day you got infected, or sometime later (We find out later that the transformation can happen anytime in the person's lifetime, and the trigger is never found).

It turns out voters really liked charismatic Owners when they ran for office, and soon the governments across the world were disproportionately filled with Owners. Funnily enough, a few Suckers even tried to run for office, they were rarely voted in, and usually only as a joke (they were often pictured blowing other officials under tables and it was treated as a minor scandal, despite that being basically just them having lunch).

Over time, laws allowing nudity and public feeding were introduced. Technology advanced and collars were created to allow Suckers to participate in society (payment information, identity information, protections in terms of GPS tracking).

The Government mandated that all people infected with the Sucker variant of the virus should be collared for their own protection. The submission aspect of the collar was a poorly kept secret, though, the Suckers didn't mind. The only issues spurred from people who were made to be collared before their body and mind had fully changed.

Owners used these laws (in addition to their lower inhibitions) to hang dong more often in public as a power move. Owners enjoyed feeding their Suckers in public.
