Go for a behavioral approach

The day was as so many others, the birds chirping in the air, the grass growing as green as ever and, unfortunately, the patriarchy still perpetuating its horrific oppressive power structure. Yet despite this last detail, Rachel felt a certain degree of happiness welling up inside of her. Why shouldn't she feel that way? As if through divine intervention, a tool had fallen into her hands that would enable her to remake society and rid it of the ever-present patriarchy.

Rachel was just about to put pen to paper, when something came to her mind. She realized what the greatest crime of the patriarchy was, its ability to perpetuate its structure through the women suffering under it. She turned this little detail over in her mind over and over again. Finally she concluded that this was the best place to start, the patriarchy's response to her changes best dealt with when it occurred. All those thoughts gathered in her mind, she once more started pressing inc to paper, now intending to bring about the new brighter future through the hands of women.

New rule: All heterosexual women's preferred dick size is one inch while erect and seen as almost supernaturally beautiful, the bigger a cock is the uglier it is considered by women, with dicks above three inches invariably making them dry heave at the sight of them.

Rachel was happy with this new rule and looked forwards to the new future with it in place. She could see in front of her so many self important and inflated egos crumbling to the ground. In turn ushering in a new era where gentler and more effeminate men could be rewarded by women, as opposed to those that the patriarchy had **** them to reward.

Suddenly, Rachel was struck by something else, what had that word been that she had thought of just now 'effeminate'. Of course, how did she not realize sooner. Masculinity was obsolete and no longer needed. What the world needed was femininity. The masculine again only being a construct by the patriarchy made to uphold the standards of what women were supposed to find attractive. Without a second thought she began constructing her second rule.

New rule: No woman will ever willingly have sex with a man, unless they find out that he's wearing female underwear.

And with that, Rachel put down her pen. Eager to see what just those two rules would do to society. She vowed to herself to not write another rule until a week had passed, eager to see how society would correct itself when the patriarchy no longer controlled the thoughts and feelings of women.
