Everything but her underwear

Hinata couldn't believe her eyes! Her Hokage was standing there, wearing only her underwear, covering her oversized cleavage and her crotch area. Hinata privately thought this would be a very strange scene for someone to walk in on, before squeaking at the thought of someone walking in on them.

"Ummm, Lady Tsunade? Are you sure this is okay?" Hinata asked timidly.

"It isn't... desirable, but you need to go, now." Tsunade chimed, getting as red as Hinata was, "Get dressed and go, or I'll take my clothes back!"

Hinata yelped and quickly slipped into the Hokage's pants, which was awkward and strange. followed by the Hokage's Shirt.

"T-thank you, Lady Tsunade, I won't forget this!" Hinata said as she turned to run after the boys, leaving Tsunade to get back to her office without being seen.

Left alone now, in her bra and panties, Tsunade was surprisingly calm. She had, after all, knew what she was doing, and it was to help a poor girl from going naked. Tsunade looked past all the buildings to her office building, where she knew had a spare outfit in case of an emergency, and this most definitely counted as an emergency. So, with her whole body blazing red, Tsunade rushed in between houses and businesses, careful not to get caught, as it would ruin all the respect she had as these people's new Hokage.

Nearly an hour later, Tsunade still hadn't got caught, but due to her inability to be seen, she was **** to move at a very slow pace. It was when she realized she had had only moved about two miles from where she started, Tsunade gave up and just hid in an alleyway until the nighttime, when she could brave the rooftops for a sprint to her office. Peering into a shop's window, Tsunade could see a clock that read it was just past 8. Deciding it was as dark as she could hope for, Tsunade leaped onto the shops roof, peering for anyone who might've seen her. Hoping no one was secretly watching, Tsunade began her long run home, stopping only twice to hide from other shinobi who were using the roofs. After finally reaching the Hokage's office, Tsunade reached for the door, only to find it wouldn't open. Shizune must have figured Tsunade took the rest of the day off and closed up! Tsunade then had the realization that her key was currently in Hinata's pocket. Tsunade was locked out in her underwear! and She'd have to wait outside all night until Shizune came back in the morning, and then reveal herself to her assistant, yikes!
