What happens?

Dramatic change

Katy watches as the world around her shimmers, she can tell that she is the only one seeing the change actively happening as everyone else just keeps walking or talking as if nothing happened. The main thing Katy notices visually is that many women have collars on, others look to be in states of bondage, the barista has her tits out leaking a bit of milk as she helps out a customer and Katy notices there are few women that don't have quite a bit of skin showing in their outfits.

Mentally Katy can feel the memories of the changes happening, she can actively remember the changes that happened, the laws the so called 'Male Order' Party implemented such as:

At the age of 18 Women are considered free use for men, only those owned by someone are exempt from this law.
Women may be owned, to show ownership the owner must collar the women with a collar that names the owner with contact details.
Women that break the law will be punished by being made as owned by the government.

There are other laws that flash in her head, but Katy shakes her head for now, wanting to focus on the other rule she put down, she put the rebellion as a new rule, but how did it take effect?

Old Rule: Katy is the sole owner of this notebook and can summon it at will and make it vanish at will in to a pocket dimension.
Old Rule: The notebook is indestructible.
Old Rule: If Katy wishes it, she can return the world to the time this rule was written (start of this story path)
Old Rule: Katy can think of a rule and it can be added to the notebook at will.
Old Rule: over the last few years a political party rose to power that platforms on Male dominance. They brought in laws that restricted womens rights and status in society.
New Rule: There is a women led rebellion going on, Katy Lura is one of those rebels.
