The period of division between states rather than clans. Konoha, Iwa, Kiri, Suna, and Kuma are the major nations with other smaller nations caught in the mix of their conflict, left resentful of course and/or in tense alliances.

Major world wars have been waged and now the lands all remain in a very, very fragile peace between the lands which are governed by their Kages.

But only because the battles are waged in secret rather than publicly. The history of bad blood remains.
