Anna is too indecisive to follow

Anna watched as the guy squeezed further and further through the crowd. She was paralyzed by doubt over whether it was too great of a risk to follow him. Just as she was thinking she had **** but to chase after him, the guy peeled off from the crowd and started walking up a very exposed concrete staircase. Looking through the metal railing, Anna could still see her skirt dangling behind him.

This was her last chance ever to catch him, but she would have to completely expose herself out in the open to reach him. However, if she did not stop him now, she would be **** to keep wandering the halls completely bottomless, with no clear way out of her predicament.
