John had heard of things like this some random guy findings magic artifact or being hit with word radiation and gaining powers he didn't know anyone who has but he also knew that if he wasn't careful he would end up in iron heights so he decided to play smart.

Old rule: John knows everything there is to know about the rule book he is holding.

Instantly his mind was filled with the information the rule book was built by the lords of order and was corrupted by the lords of order because of this neither the lords of order or the lords of chaos may use it or even touch it. It has the ability to warp reality at every level but is unable to directly affect free will.

That being said it can alter someone's perception and memory so it can't make a killer not a killer but it can make it so they never killed someone. If they are of the mindset that they will break a rule at the same time if one were to write a rule that changed facts of reality like biology or physics nothing could notice.

If he made an old rule it would have a domino effect like of he made a rule that a dress code mandated nothing but an apron for a signal cafe that would be noticed and probably shut down quickly but if everyone in the world or in a country believed this is how it's always been they would accept it as Is.
