After the battle of Hoover Dam (Independent Vegas)

The Courier had been through hell to get to where he is: Shot twice in the head, taking over The Strip, fought off both Legion and NCR, having to fight off Fiends, helping out the people and now trying to govern a city. He currently had upgraded Securitrons keeping order but that was only a short-term solution, he needed to regain order without using ****.

One way would be using his connections with the Great Khans to move in, considering he saved them from Ceaser and Lanius's wrath. He really should have left him to die on that operating table while he had a chance.

Another way would be reorganizing Gomorrah and giving the people some 'distractions'. Needs new management as he had already killed the previous owners, they tried to grab him by the balls but instead place their heads on his gun.

There is also one method of trying to recruit ex-Legion and NCR that deserted after the battle, though attaining their loyalty may require extra resources. Then again he did have Oliver thrown off the dam, so intimidating the NCR forces might be easier.

The Brotherhood of Steel is still making a racket at Helios One, thankfully he just had an ace up his sleeve tailored-made for them. Thanks to Veronica, he has installed special EMP weapons inside the Securitrons to deal with them, just in case.

Then again, there are other routes laid before him.
