1- It is standard practice that women's restrooms and locker rooms have windows looking into them from several angles. This is seen as normal.

2-a- When women enter the restroom, it is completely normal expectation that women will remove all bottoms completely upon entering and remain bottomless until just before exiting.

2-b- When women enter their locker rooms, their is a completely normal expectation that women should be completely nude their entire visit to the locker room, undressing upon entering, and not re-dressing until just before exiting.

3- It is completely normal and natural for people to stand or gather at the windows into women's restrooms and locker rooms and watch the activity inside.
