They just won't submit.

In 2020 the world was sent reeling by a new disease. You know the story. But did you know that it was actually a bioweapon sent by another world? We may have thought it was bad, but to them it was a failure, it was supposed to kill the entire human race.

When that failed, they prepared for war, attacking early 2021. Unfortunately for them, their magic had not developed as far as our technology had - too many internal wars and dead countries - and we won pretty easily.

Losses on either side were minimal, as they prioritized mind control over destruction, and we didn't feel it was necessary to bring out the big guns. So life in 2022 (once we their mages to wipe their disease off the map) goes on largely as normal... except now there's way too many prisoners to deal with.

And most of them aren't even human! Cowpeople, werewolves, elves... they definitely don't have a traditional place in modern society.
