Underwhere?

NOTE: Hey guys, this is my first story here, so please bear with me. Hopefully it forms a good base to continue from. Any feedback would be appreciated, and feel free to add a chapter. Enjoy.

It was the announcement that shocked the nation. Interrupting the television premiere of the latest Marvel film, a news bulletin announced that scientists had discovered and clinically trialled a new technique to prevent Cervical Cancer and STDs that had a 100% success rate. Given the simple application and low cost, it was to be put into effect immediately, and would be administered to all women aged 18 - 45 across the next six months. Upcoming untreated women would receive the treatment upon turning 18.

There was only one catch; after the treatment, women couldn't wear any restrictive garments around their vaginal region. While clothing manufacturers scrambled to create new products that could fit these restrictive requirements, it soon became evident that further clothing was unnecessary, as more and more women went commando, forgoing underwear altogether.

After an epidemic of blue balls following a particularly windy spring, a majority male congress passed Bill S3X7, informally known as the "anti-tease act". It required women, provided sufficient evidence of responsibility for "testicular unrest" of a male over 21, to, ahem, "relieve the tension" caused by their exposure. Following several protests and arguments, the option to defer "relief" was added, and a three strikes system introduced.

It has now been five years since the discovery of the treatment. Kevin, having recently turned 21, is yet to take advantage of the new law. Now, having just bought a spy camera, he is going out on an adventure, and he's determined to have a full experience.
