The Sissy Laws

The year was 2032 and humanity faced a crisis. For years male fertility had slowly been falling and suddenly it seemed to almost bottom out. Most men were simply incapable of having any children, their watery cum being too weak to fertilize any woman's eggs.

To combat this a committee was assembled, this committee consisted of top scientists, government officials, and health experts with the one requirement being that to join the committee a member needed to have at least two children born within the past ten years. Many noticed that while the women on the committee all had various body types and appearances all the men on the **** were strong, tall, and ruggedly handsome. Even the oldest member of the committee a 70 year old retired general who had impregnated his 35 year old wife the previous year with twins looked more like a bodybuilder than a senior citizen.

When the committee came back with their findings many were outraged. The committee claimed that while the fertility of many men had gone down the fertility of some was still high. There was a long list of factors that seemed to determine if one would be fertile which ranged from height, to appearance, to penis size, and even race seemed to have some factor (few had failed to notice that a full half of the male members of the committee were black).

With these conclusions in hand they presented the United Nations with their new "World Fertility Plan" a plan they garunteed would stop the end of humanity which seemed inevitable. The plan was bold and unlikely to fail but it was going to upheave society so greatly that they were **** to enact it. However with little other choice the UN reluctantly accepted the proposal.

The plan was simple in its idea but devestating in practice. Men would now be divided into three groups starting at age 18. The fertile, powerful, intelligent breeders would be classified as Alphas given the right to bed any woman they wanted and allowed to form harems to make sure as many children as possible would be born.

The next group were the Betas, weak pathetic men who's low intelligence, feeble bodies, and tiny dicks meant their sperm had no chance of causing pregnancy. In order to control them Betas would be implanted with special control chips that modified their sight, monitered their actions, and could even be used to punish them. They were allowed to form relationships with women (although sex was strictly forbidden) but these were just so they could raise the children of the alpha whose harem their partners were a part of.

Finally the lowest and weakest men, designated "Deltas" by the scientists of the committee these feminine failures of men were quickly classified in popular parlance as "Sissies". Once a sissy was identified they would be given special hormones plus a chip similar to the betas which would inhibit their already low intelligence and increase obedience. They would also have artificial wombs installed, increasing the impregnatable population.

Many nations resisted these new laws but not for long. Once the Alphas of a country saw the special place they could hold in society they quickly organized and within 5 years all countries in the world had embraced the World Fertility Plan, or, as it became known in common parlance, the Sissy Laws.
