Prologue: History Lesson.

The Superhuman Free Use Act.

The Superhuman Free Use Act allows the free and unrestrained sexual activity between the Superhuman community and the public through the use of a series of three licences which grant different benefits to the holder. Applicants must be 18 years or older to apply.

The Master's Licence: The Master's Licence allows the holder to command anyone holding a lesser licence to do any sexual act they desire. If a Master Villain commands a Hero to allow all of the villain's Henchmen/women to fuck them in any way they desire then the Hero is encouraged to do so.

The 's Licence: The Licence allows the holder to submit to any sexual act that they are commanded to do by holders of the Master's Licence. When a Hero imprisons a Master Villain, the is encouraged to visit the Master and service him or her and any of their Henchmen/women if they have any in the prison.

The Switch Licence: The Switch Licence grants the benefits of both Master and Licences, however a Switch cannot command a Master only a

Public Officials (i.e. Police, Politicians, Teachers, Reporters, Paramedics, Doctors, Restaurant Staff, Shop Workers etc...) are allowed to apply for whichever licence they wish and can have all the benefits of that licence. Slaves are encouraged to service Public officials to boost morale.

If a Hero or Villain wishes to apply for a licence, then they must reveal their true identity to the public. In the event that the Hero or Villain does not remember their true name (via amnesia or other reasons) then they can give an alias and they will be known by that name on all official paper work.

Licence holders are to consent to be followed 24/7 by nanotech-cameras (designed in collaboration by LuthorCorp, WayneTech and Stark Industries) to record all activity and the footage is to be sold online. They are also encouraged to participate in any form of modelling and acting jobs to also raise money. Any money made (with the exception of what is paid to the participants) will be used to boost the individuals City economy.

All Female applicants are to consent the implantation of contraceptive devices to prevent pregnancy. In the event that a pregnancy is desired then the Master in the relationship can apply for the right to disable the device. In the event of the occurrence of a pregnancy, then the parties must marry in a legal ceremony and both parents are encouraged to care for the resulting child in whatever way they desire.

Anyone who performs acts of heroism or villainy without being licence holders, are to be branded Vigilantes and Terrorists and are to be punished to the full extent of the law with none of the benefits of the Act.

Under the Act, any forms of firearms (guns, rockets or plasma-blasters) or bladed weapons are illegal. All licenced individuals and gangs agree to the use of stun batons and stun-blasters to prevent unnecessary . These weapons can only be acquired if one is a licence holder or is affiliated with a licence holder.

All licenced criminals agree to the following stipulations:

Licenced Supervillains:

Licenced villains may apply for any of the desired licences and can gain all of the benefits of said licence.

Licenced Bosses/Crime Lords:

Licenced Bosses/Crime Lords may apply for any of the desired licences and can gain all of the benefits of said licence, however any of their Enforcers/Hench-Persons/Affiliated Individuals can only apply for Switch licences.

Enforcers/Hench-Persons/Affiliated Individuals:

Enforcers/Hench-Persons/Affiliated Individuals can only apply for Switch licences and must always have their affiliation clearly visible i.e. tattoos, uniforms, badges etc. Police Officers who are affiliated with licenced criminals (formerly known as Corrupt Cops) must also have their affiliation clear but are no longer considered criminals. Enforcers/Hench-Persons/Affiliated Individuals may only fuck Heroes with permission of their Boss. Until then the Hero is expected to knock them out, but the Enforcer may gain benefits in prison as compensation.

Thugs/Street Criminals:

Thugs and Street Criminals are unlicensed criminals who are known to commit crimes illegally with illegal firearms and bladed weapons. They are to be punished to the full extent of the law or the power of licenced individuals. They are exempt from any of the benefits of the Act.
