On Animaux every time a girl turns 18 she is placed in a lottery. 1 of 4 girls get their name drawn at random and they have to under go a surgery that gives them neural implants mentally turning them into animals.

The lottery isn’t the only way to receive implants. If a human girl breaks the law a possible punishment is receiving an implant. A girl could also volunteer to be implanted if they do choose. Some lawsuits and divorces have ended with girls/wives being implanted. Finally if enough people in the girl’s life decide she should be a pet they can petition the courts to turn her into one.

Any girl not native to the planet Animaux is fair game to hunt and turn into a pet. Many hunters have made fortunes traveling the universe hunting down girls from other planets. There are even rumors of hunters using time travel to visit Earth to hunt down celebrities (or fictional characters.)

The effect of the implants is at the whim of the pet’s owner who by use of a tablet can control how much or how little their brain makes them an animal. If you want your girl barking immediately unable to talk or remember who they were then you can set them to that. However most owners like to see the girls succumb to their natural instinct able to talk and remember to be human but ultimately unable to fight it the urge to act like an animal.

Anyone can own a petgirl if they can afford it.
