Once a major industrial power, Cobalt City suffered greatly from the deindustrialization of the United States that occurred in the 1970’s & 80s. As thousands of job practically disappeared overnight, the city teetered on the edge of economic and social collapse. The year is 2016 and and the situation has only degraded. A downward spiral of events has continued to grip Cobalt City; the floundering metropolis finally giving way to the rise of organized crime, gang activity and supervillainy.

All is not lost! Cobalt City has attracted an impressive array of superheroes and superheroines who dedicate their lives to restoring peace and justice to the once great city. You are one of those heroes!

Your name is Max Stone, a twenty-one year-old, up-and-coming superhero making a name for himself in Cobalt City. Stories of your good deeds and heroism have spread through the streets. Tales of the “Cobalt Guardian” and his miraculous abilities have struck fear into the heart of the criminal underworld. Unfortunately for you, your activities have piqued the interest of notorious super villains, super villains who would do anything to find out your identity and destroy your immaculate reputation.
