The Inmates of Arkham Asylum

It was a perfect storm that the force could have taken advantage of. A record collection of villains brought back to Arkham by Batman. Each one had their clothing and equipment taken from them. Stored in a locked storage depot to protect them from the patients in the asylum. Picked up every other day to prevent their use in a riot or an escape.

The problem was a strike on the team which picked those up. Asking for repairs and improvements to the vans which hauled away all of the danger equipment. Especially since mentally unstable minds created or used them. Which meant the storage was filling with a stock pile. Which would be a threat by itself.

However, a few mistakes occurred which caused the equipment to bang into each other. Chemicals mixed. Super plant growth serum, pheromones, Smilex and Joker Venom, Fear toxin, Venom, Man-Bat Serum, and more. Being changed and altered by various machines as the gases and liquids react with them. Changing it into something the force could use. Lucky for the guards and the doctors, the gas manages to avoid them. Not so for most of Batman's rogues.
