Why choose you?

You wonder to yourself if that's true. You know a little about the local Heroes and Villians, mostly from what you read on your various news feeds, and they do come across as overly dramatic. However, you figured that was universally true of superpowered people all across the country. Although, to be fair, you've never actually interacted with any of them in person. Maybe people from Hollywood were more over-the-top than the rest. Like most nonpowered citizens, you've always tried to avoid getting entangled in superpowered shenanigans. It's safer that way.

It occurs to you that you actually know quite little about how superpowered people really live. You're aware of various local Heroes helping the police stop crimes, and you've seen a number of stories about the ones from IOU saving the Earth from global disasters, but you don't know anything about how individuals who have powers actually live their lives. You assume there must be laws or something regulating superpowered people. It would probably be a good idea to look into how all this actually worked now that a magical dragon has chosen to give you the opportunity to join their ranks...

"Wait, you randomly toss yourself through time and space?" You ask, realizing the implication of that. "Does that mean you didn't... I mean, I wasn't... when you appeared, I just assumed..." You stammer, a little embarrassed and trying to find the right words. "So, when you appeared in that alley, it had nothing to do with me being there? I just happened to be the first guy to pick you up, and you would have made this same offer to anyone with a body? There's nothing about me specifically that made you want to offer me this?"

"The answer to that is somewhat complicated." The voice in the ring explains. "I'm not going to get into the actual mechanics of how the spell effect works because you'd never understand what I was talking about, but suffice it to say that choosing a specific destination when moving through time is extremely difficult. Launching something randomly requires a relatively low amount of power, but trying to reach a specific planet during a specific decade would require so much power that it would almost be more cost effective to simply create a whole new solar system somewhere else. Now, I obviously can't just leave everything up to chance because if I let my destination be truly random, I'd be virtually guaranteed to end up somewhere out in the void of space, never to be seen or heard from again. So what I do is pour a tremendous amount of power into giving my spell effect the barest nudge in a particular direction. It's still essentially random, but this nudge ensures that I always end up near someone who would be interesting."

"Interesting?" You ask. "What do you mean, interesting?"

"Exactly that. Near someone who would be interesting." The voice in the ring says matter-of-factly. "You see, magic cares a lot about imagination and intent. I wanted to be able to instantly toss myself through time and space and end up somewhere safe, and I spent a long time trying to design this spell effect perfectly. But whenever I tried to specify a complete list of all the parameters to perfectly define what a safe location actually was, it always ended up being way too complicated, which in turn made the whole thing far too costly to use. Eventually, when I took a step back and really considered what I wanted to accomplish, I realized it boiled down to one thing. I wanted it to toss me near someone who would be interesting."

"Technically you're right. I don't know anything specific about you, not even your name, and if you say no, I'll probably just go make the same offer to someone else. But what I do know is the reason I appeared next to you is because if you say yes, then things are going to be pretty interesting. And that's as good a starting point as any for me."
