In the Dai Lee secret headquarters under Lake Laogai, several of their scientists where finishing one of Long Fang's projects. It was a liquid that would make women more sexual. Heighting their sex drive and even making their bodies more voluptuous. This was to make the Jee Dees more affected in controlling their targets.

As they transporting the liquid, the cart suddenly broke it's wheels. The barrels containing the liquid fell out and rolled into a near by underground river. This river feed into the main water supply of Ba Sing Sa. The guards and scientists gulped as they had no idea how this will effect the people of the city.
