While they were instrumental to Wave's recovery in the beginning, the leaders of three groups got greedy and engaged in turf war.

You recalled what Yugao told you about controlled chaos or permissible evil. The reason the mission was assigned to you was to take care of the situation in Wave, so it wouldn't escalate. By that logic, you have to ensure the turf war wouldn't become worse. Even better if you can weaken the three, or support other faction to take control of the situation.
