Yes, and a very surprising entity!

Viktor and Lydia drew their blades and remained on guard as the smoke coalesced into a very lovely figure with long, silky blonde hair that billowed as if under water in a gentle current, emerald green eyes, fair skin, and a buxom chest. Her lower half, instead of consisting of legs, was a trail of the same glittering mist, still connected to the spout of the lamp. Her upper half also scantily wrapped in what looked like silk, green, and transparent, Viktor could see her nipples through it easily. And her right arm was adorned from shoulder to wrist in blue floral tattoos, a band of similar markings around her left forearm.

She fixed her gaze on Viktor, and gave him a seductive look, and tilted herself down to face him, crossing her arms under her bust. "Well, hello there, my handsome Master," she purred.

"...who in Oblivion are you?" Lydia asked, relaxing slightly as she saw no harmful intent towards Viktor.

"...hmmm... I suppose the easiest way to put it is that I am a fragment of Dibella turned Sex Genie," the entity replied. "The Lamp absorbed a portion of my influence from that temple in Markarth, and shaped it into a vessel..."

"...what's a Sex Genie?" Viktor questioned, exchanging glances with Lydia, who just shrugged helplessly, having no more of a clue than he did. "...wait, you're one of the Divines?"

"In a manner of speaking," Dibella replied. "Like I said, I'm more of an Aspect. As for what a Sex Genie is, Genies are entities that grant the wishes and obey the orders of their Master, the one who possesses their Lamp. Standard Genies only grant three wishes per Master, but can do wishes from pretty much any field with few restrictions. Then there are types of Genies that aren't restricted by the number of wishes, but are instead bound to only grant ones within their field. In short, any wishes I grant are restricted to ones of sexual matters. But you can have as many as you like, so long as you own my Lamp..."

"...whoa," Viktor said simply, sheathing his blade. "That's... A lot to process..."

"It often is, Master," Dibella chirped. "So... What would you like first?"

(So, did anyone see that coming? Pretty sure most people expected Lydia to be the genie, and that was indeed my first thought, but I decided to get creative with it, lol.)
