What does he do?
Work out a new system
Galagil said down at the desk, armed with a pen and paper. His original plan to just take the next hottie he met onto his room for the night were blown away. He had stuff to do.
In his online forum, where he used to debate with people over games, one series always was a popular topic. Final Fantasy. While the older people all clinged to the old RPG parts, the young adults were more into the action based style they started with the twelved installment. Galagil however was one of the very few who liked said twelfth part. This was why the idea on what to do came to him so easy. Licenses.
In that game, to use a weapon, a spell or basically anything the player had to buy it twice. First they had to get the weapon or learn the tech and then need the license to use it. Almost all players were in unison that this was not a very good design. Galagil however now planned to implement exactly this design to SAO. He started to write.
The official License Agreement by Galagil
§1
All possible actions within the game Sword Art Online are divided into two categories. The first category actions require a License to perform. The second category actions don't. The Licenses are divided into six categories.
§1.1
The A-1 category Licenses permit the owner to perform a certain action as many times as wishes, as long as he owns the License.
The A-2 category Licenses permit the owner to perform a certain action as many times as specified on the License. If he loses the License, he is no longer permitted to perform the action.
The B-1 category Licenses permit the owner and every player of Sword Art Online who is in the same group as the owner of the License to perform an action as many time as they wish, as long as one or more group members own the License.
The B-2 category Licenses permit the owner and every player of Sword Art Online who is in the same group as the owner of the License to perform an action as many times as specified on the License. If he loses the License, he is no longer permitted to perform the action. Each time someone of the group performs the action, the remaining amounts are reduced by one. The counter does not only apply to the owner.
The C-1 category Licenses permit the owner of the License, as well as everybody who is physically close to the owner, to perform an action as many times as they want, as long as he owns the License. The radius that the players must be in is specified on the License
The C-2 category Licenses permit the owner of the License, as well as everybody who is physically close to the owner, to perform an action as many times as specified on the License. If he loses the License, he is no longer permitted to perform the action. Each time someone performs the action, the remaining amounts are reduced by one. The counter does not only apply to the owner.
§ 1.2
It is the players duty to inform themself about his actions and which action belongs to which category. This information is written down in the document "License categories" by Galagil. If more than one piece of this document is existant, then the most recent one is to be accepted.
§ 1.3
If a player performs an action without the License for it, be it willingly or unwillingly, he is to be punished by the License Assiciation (LA) for this. The LAs punishment may include payments in Cor, items, services, deranking the License book (see § 3) and/or negative Licenses (see § 4)
§ 1.4
Every License can account for specific actions or general groups of those. If an action does not explicitly is granted by a License, yet it is considered an action from the first category and therefor requires a License, a new License has to be obtained before performing the action.
§ 2
A License can only be given out by the LA. The LA is only allowed to give out Licenses if it is run by the player Galagil.
§ 2.1
All Licenses are player specific. Once obtained, they can not be gifted, sold or transferred to another player in any way.
§ 2.2
The LA has the right to take away a License without the need of giving a reason or refund to the player who previously owned it.
§ 2.3
In case of **** all Licenses of the deceased player become null and void. They can not be used by someone else.
§ 3
A License may only be obtained by players who own a License book. License books can be bought by the LA. For that, the player must bring an empty book to the LA. They will then turn it into a License book. The License books are categorized into the ranks 1 to 4
§ 3.1
Rank 1 License book owners can freely purchase Licenses on their own.
Rank 2 License book owners must bring a License book rank 1 owner with them. The License book rank 1 owner has to purchase and pay for the License. Before buying, it must be stated that the License will be given out to the License book rank 2 owner. This system is further called the 'guardian system' as it should prevent those who should not be legal to purchase Licenses on their own to do so without someone who does it for them.
Rank 3 and 4 License books will be given out as punishments for mistreating the LA or their employees. Rank 3 License books follow the same guidelines as rank 1 License books. Rank 4 follows the same rules as rank 2. The only difference is that all obtained Licenses in the books of rank 3 and 4 are only valid for a short period of time, specified by the LA, before they must be bought again.
§ 3.2
If the LA decides to rank a customers License book up or down, all the Licenses inside of the book are being transferred to the new one. If the customer get ranked 3 or 4, all of the Licenses recieve a time limit that starts at the time of the new ranking.
§ 3.3
If a License book is lost, the player can buy a new one at the LA. All lost Licenses will be regiven to the player for free.
§ 4
The LA is permitted to give each player as many negative Licenses as they see fit. A negative License does not only allow a player to perform an action, but forces him to do so. This can and will be used by the LA to **** players to give them Cor to compensate for missing Licenses, perform services for them for the same reasons, or equally.
§ 4.1
All negative Licenses have a timer, no matter the rank of the License book.
§ 4.2
If a License book with negative Licenses in it is being lost, the timer restarts at the full time.
§ 4.3
The LA is permitted to readjust the time of a negative License if needed.
He looked at his work and smiled. It had gotten late by now, past nine. He reread it once more before deciding on it for good.
With a deep breath he declared:
"It is normal for every player of Sword Art Online to accept the official License agreement as fair and just.
It is normal for every player of Sword Art Online to obey the official License agreement.
It is normal for every player of Sword Art Online to accept whatever the Player Galagil pronounces as the official License agreement to be just that.
It is normal for every player of Sword Art Online to check and read all published documents by Galagil daily."
He looked down on the document again, the first line making this a law to the game. It was a good first draft. After all, with everybody reading his works daily from now on, he could just adjust it later, if needed.
Then, just to not let to world end in chaos, he took a new page and wrote down:
"License categories by Galagil
all actions are currently in the second category.
Day 4 of SAO - 9:43 pm"
How to the people react to the License system?

Normality
Don't mind the fucking, nothing to see here
Once upon a time, on a bet and while very very drunk, a higher power of some kind made a very special item.
