Why didn't the men follow Kira?

Suddenly, as she was swimming through the water, Kira was grabbed by something strong and pulled underwater. Looking down in panic, she saw a great, green tentacle wrapped around her slender ankles. She tried desperately to hold her breath as she was pulled down rapidly.

Soon, she saw the creature that had grabbed her. It was a giant sea monster, with hundreds of tentacles teeming from a large central body. Kira was terrified by the sight of this great beast, although she part of her was thinking of a good use for those tentacles.

However, she was not an entirely untrained ninja, so as the creature pulled her towards its now gaping mouth, she poked it in one of its eight large, bulging eyes. The creature writhed in pain, but more importantly for Kira, it let go of her ankles.

She rushed to the surface as quickly as she good, barely pausing for breath when she reached air, in her rush to get away from the monster. After a minute of rapid swimming, she thought that she had got away from the beast.

How wrong she was. The creature burst its head above the water in front of her, and before Kira could react, it had grabbed her with its slimy, thick tentacles, and lifted her high up in the air. She could see the armed men from before looking at this from the closest bank, jeering at her and egging the beast on.

But the ninja had more pressing problems than this. The creature was holding her up, with one tentacle for each of her limbs, so that she was facing down towards the water. Kira gulped in terror.
