Steve Rogers had heard of Aphrodite Bridal Boutique and Salon from Nick Fury. Petra Romani has a laundry list of human trafficking violations under her belt in her home country. The seamstress had been named in a few mail order bride schemes, but there wasn’t much to go on.

Since he wasn’t a woman that made a covert operation tricky, but a full frontal attack might be a good place to start.
