Using existing Mutants
Many mutants have the power of mind control or powers with the potential for mind control. From the obvious Telepathy and Hypnosis to the more unusual Electrical Manipulation or Super-Intelligence. Many mutants have powers with many different abilities or multiple powers. This also doesn't include Secondary Mutation or even more.
So with the list of Marvel Mutants characters (Past or Present, such as Quicksilver and the Scarlet Witch who have changed from being mutants to not several times), which of them are we following with this mind control tale?
