Candace was now finally a legal adult who could make her own decisions, and one of the first things she wanted to do was free herself from the legal requirements her mother had imposed and finally wear clothes like everyone else.

So, she had gone down to the courthouse in order to get the judge to allow her to wear clothes now that she was no longer under her mother's control. She had her friends measure her and order clothes for her to finally wear once this legal issue was cleared up, and some of them even brought clothes for her on the trip so she could get dressed in the courtroom.
