When he had first planned the order 66 Palpatine had wanted all Jedi to die but quickly had a better idea, sensless killing would simply diminish the number of Force sensitive he could possess and control wich would ultimately undermine his glorious Empire.

But instead of killing them he had ordered every female Jedi to be captured and detained for them to be turned in something more useful for his rule wich was either broodmares that will bare suitable Force able offspring or into sex slaves who's role would be to please him and those he'll deem worthy.

And he was now scrolling through the files of each of his newly captured female Jedi and Padawan and he had to admit that he had a lot to choose from, the Jedi Master Shaak Ti.

or even better the ex-Padawan of his disciple herself, Ahsoka Tano.
