The mastermind tells the truth about the plan.

Kyoko stared at Tsumugi, taking her seriously. She put a gloved hand to her lip, feeling some comfort at the one familiar piece of clothing she was wearing. "All right, let's start at the beginning. Chiaki swapped me her ticket, which wasn't part of your plan. That's where it went off the rails. But it continued with me as the victim, running through the rain..." Kyoko's speech began to slow down, her eyebrows lowering in suspicion.

"Yes, that's right, the rain," Tsumugi nodded, still smiling strangely. "The weather's so unpredictable, isn't it? Although it really was lucky for my plan. I bet you got absolutely soaked running through it, which probably gave everyone a good look at your underwear."

"Not like that's any concern to me now. Next, I met with Monokuma, who led me to... the underground bath facility..."

"Why, that's plain crazy!" Tsumugi gasped. "An underground bath facility, huh? Describe that so everyone else understands."

"It had... metallic walls and a complicated electronic locking system... along with a luxurious bath... It was a reward for cleaning the classrooms..."

Shuichi was the one to interrupt this time. "Wait, that was the secret reward Monokuma instated for cleaning up the classrooms? That's nuts! How much would it cost to build something like that and hide it in the school?! And then it was a reward for just two students to use, and across such long periods?"

Kyoko nodded, looking more disturbed. "That makes no sense at all. Clearly, there's no way Tsumugi had the resources or means to create such a thing for her silly prank... Also, this is all ignoring the fact that, in order for this plan to work, Tsumugi had to be in control of Monokuma. How...? Is there another mastermind over you?"

Tsumugi put her free hand to her lip, staring at the ceiling. "Hmm... You're close. That's almost it."

"Another mastermind for... what?!" Kyoko asked in a hoarse voice, now baffled. "This barely made sense when I thought it was a personal prank you were trying to play on Chiaki. Are you telling me some other mastermind had the school modified and its Headmaster destroyed just to... mess with me?"

Tsumugi shook her head. "That's not it. Not to mess with you. To make you naked and embarrass you!" The ordinarily plain girl seemed to have taken on a new energy: her blue hair and newly bright green eyes almost seemed to glow. "That's the genre, you see."

Kyoko and Shuichi looked at each other, and when neither of them showed any understanding, they both turned to Nagito. The young man apologetically raised his hands. "Sorry, guys! I have no idea what she's talking about now. This is kinda beyond what I signed up for."

The frustrated female detective grabbed Tsumugi by the scruff of her schoolgirl outfit's collar. "What do you mean 'genre?' Start talking sense."

Tsumugi only chuckled. "Sense? But that's the fun part, Kyoko! This isn't a mystery work. It doesn't really matter if it makes sense. The team in the control room at Danganronpa ENF only has to make it make enough sense that the whole story doesn't fall to pieces. In fact, I think they did a pretty good job providing all kinds of wacky circumstances to make you become naked and humiliated in public. See? It's not all about the detective stuff... It's about these!" Illustrating her point, Tsumugi reached out with her free arm and grabbed a handful of Kyoko's left breast, wearing a cheery smile. "Bare boobs! And butts! As long as there's enough of that stuff and good-old-fashioned fanservice, we can just say the other unexplained stuff is... I dunno, the eccentric nature of the headmaster, Monokuma? Good enough."

Kyoko was so shocked, she didn't even stop Tsumugi from playing with her chest. "What is... Danganronpa ENF?"

Teruteru, who'd hardly been part of the conversation, lowered his phone in the peanut gallery and interjected. "Hmhmhm... Well, men of culture such as myself have surely heard the acronym! Although I've never heard of a team called 'Danganronpa'..."

Hifumi chimed in as well, polishing his glasses. "Whatsmore, the embarrassment of naked females is a blessedly depraved genre intended only for the appropriate world of fiction! To see it in reality is most certainly unheard-of!"

Tsumugi let go of Kyoko's chest and put her arms out to the side as if making an announcement, dragging Shuichi along with her. "Okay, well, enough of my big villain reveal! Honestly, the higher-ups are probably mad I'm even spending time on this. The important thing is now that you've caught me, how are you going to punish me? We have to make this a big payoff for all of our viewers! Who will be punished? How will they be punished? Oh, the possibilities!"

Kyoko couldn't make heads or tails of what Tsumugi was talking about, but she was able to keep her cool, nonetheless. Tsumugi might have gone insane, but she still had no power. Everyone understood she was a culprit, in some fashion. She was handcuffed and had no weapon, from what the detective could tell. "The only punishment that's happening is your immediate incarceration."

"Uh-uh, that won't do at all," Tsumugi declared, continuing to smile broadly and gesture breathlessly. "I mean, the punishment ought to fit the crime, right? Needless to say, I think stripping me and displaying me outside the school or having me run laps naked through the halls are on the table. Oh! There are other good complementary genres to ENF. Some people might want to see a nice spanking, or a hanging wedgie. Oh oh, and I'm hardly the only one guilty here! You've been running around the school butt-naked, right, Kyoko? That's definitely against the rules, so you could get punished along with me! And actually, Shuichi and Nagito are pretty popular guys, right? There might even be a market to have them punished, too!" By now, Tsumugi seemed to actually be drooling.

The detective reminded herself that Tsumugi had zero leverage and tried to shake off the chill that was coming from more than just being naked in an air-conditioned hallway. "Sorry if you're lonely, but there's only one person going to jail-"

"There's no jail, silly!" Tsumugi laughed in a taunting way, before suddenly brightening up once more. "Actually, I guess there could be a jail, as long as the people in the jail are naked! Wait, wait... I know. I have a great idea. If I throw this one in, forget firing me: Team Danganronpa ENF might even give me a raise and bigger story parts! We're going to do something this team almost never does: solicit viewer input! Viewers, I want you to comment with the craziest, nuttiest wrap-up punishment you can possibly think of. Keep it brief and snappy, and in the spirit of ENF. If the team likes it enough, we might just utilize it for the final chapter! And Kyoko, when you see what happens next, you'll understand that what I've been saying is true."

"All I'm going to see is you going to jail, or maybe a psychiatric ward," Kyoko defended. Unable to help herself, she added, "Besides, if this really was a program for people to watch... they've seen all the things that have happened to me up until this point, right? Regardless of whatever perverted fetishes they have, they ought to understand that I've been put through hell and you're the one who's to be punished."

"Oho, but you're the headliner, Kyoko!" Tsumugi patted Kyoko's shoulder, as if reassuring her. "You're the one viewers came to see in this story. But maybe you're right. It'd be sad, but maybe no one has any ideas... If so, I guess I'm just plain crazy and there'll be a plain, reasonable, boring wrap-up. I just don't think that's how it's going to go, though..."
