The emperor. The man who you had seen, who had awakened your desires by leading one of his wives through an exposed palace hall with a leash. Naturally, you'd watched him further, seeking further glimpses of what you'd seen that day. You had not been disappointed.

The emperor's harem is not small, but he has bent almost all of the women in it to his will. Always they wear collars, with smaller ones that appear merely fashion statements being used when they must appear in public. Further restraints are common, limiting movement and even removing it entirely. Whips and candle-wax are often used, but the response is not one of simple pain. Outsiders are not permitted to approach the harem palace, but if they did they would find it a place of lust and debauchery, writhing flesh and unrelenting pleasure.

Only the full empress is an exception, seeming to prefer to keep her own business. You haven't minded as to what that is in your focus.
