The Tower of Justice

The Tower of Justice was as vast as Nami remembered. Vast, but still simple in its linear design. Stairs spiraled upwards from wall to wall, leading to various rooms that contained who knows what traps within them.

What caught her eye however was where the entrance of the building should have been, Where once was a large stone door was now instead a small metal plate, a keyhole carved in its centre.

"Chapapapa," came a familiar voice from above.

Nami looked up to see...

Who was it again?

A man with the body shape of a balloon bounced on the air overhead, the zipper lining his mouth as distinct as she remembered. Everything else about him, however, his name, his abilities, Nami knew nothing about. However gauging the situation, she could infer just what it was that he was about to explain.

"It looks like you figured it out then, chapapa?" said the zipper-mouth. He held up a key for her to see. "There are five members of CP9 hiding in this building, each waiting for you with a key. Of course only one key unlocks the passage to the other side. Good luck!"

With that said, he then bounced off towards the ceiling, disappearing as he his away within the tower.

It seemed the rules of this stage had been set.
