The Time Stop Watch

This potent device looks like a normal pocket watch, cast in gold and hanging from a silver chain, the kind that a wealthy man drawn by carriage would've produced when he wished to know the time. However, when you turn the dial, time begins to slow. The farther one turns the dial, the slower time passes, to a point such that it would appear as if time had stopped. In any degree of distortion, the user of the watch could move freely, as though the flow of time was not impeded.
