The High Office

It was a cold day in the Capital, bureaucrats were smoking their cigarettes in the always dark and smoky day. The capital's street lights were still broken, and the people in the streets were in a hurry. There was a war going on between the government and a small faction of rebel fighters in the east, the rebels wanted more power and control over the State. The government has been sending soldiers and police officers to the frontlines and the Capital is running out of resources. It was chaos, everyone was fighting for their own survival, but no one was doing anything to make it all stop....

Smoke danced under the glow of streetlights.....And some girls tied to poles....

The National Security Secretary calmly read the paperwork in front of him while smoking his cigar. The office was filled with the smell of cigar smoke, it was almost nauseating. But that was the only thing he could do to keep himself calm. He was reading over a letter that the government sent to him, it said that the Headmaster of the National Academy was to be replaced with a new one. Looks like Vladimir had been chosen to take over. Bullshit politics 101.

The Secretary knew this was going to happen eventually, he had been waiting for it, but he didn't think it would be so soon.

He didn't have much time to process the news, his office phone started ringing and he immediately answered. "Hello?"

"The Headmaster here." A voice from the other end of the line spoke, it sounded like the man was having trouble breathing, he probably was. "We've got a problem."

"What is it, sir?"

"I just received a letter from the Ministry. They're replacing me with that sadistic bastard."

The Secretary was surprised by this, "Vladimir? They're sending Vladimir to take your place? Why?"

"Because im the best artillery commander they have." The Headmaster sighed, his voice getting strained, "They want to put me at the helm because they know i can get the job done. And they want the girls to be more submissive, they want to get rid of the bad apples that cause so much trouble and instigate all the fights. I think Vladimir will be given a free reign and a large sum of money to turn this place into a proper BDSM academy. The girls are going to be on a short leash for the foreseeable future. They can't be trusted right now, too many are taking advantage of the leniency. It's been getting out of control and I just don't have the experience to deal with this and the school."

"I don't think they have much of a choice, and Vladimir has always been influential in state policy." The secretary said, "And you're the only one who can pull off what they trying to do in the east."

The Headmaster chuckled softly, "Yes, i know... but that's not why I'm calling.

"Yes."

"I need you to tell me if you know anything about what's going on in the east."

The secretary paused for a second, "You want me to tell you if I've heard anything?"

"Yes. Anything. Any rumors, any reports, any news, anything."

The Secretary took a deep breath and thought for a moment. He didn't really know anything about what was going on in the east. All he knew was that the war had escalated, and it was getting worse every day, every minute, every second. "Why would you ask me that?"

"Because we are going to have a meeting." The Headmaster said, "And I want to make sure that i can trust you."

The secretary took another drag of his cigar, then sighed, "Fine. What do you want to know?"

The Headmaster asked the secretary several questions, and the man answered them all truthfully. After they were done, the Headmaster hung up.

The Secretary sat back in his chair and looked out the window. The sky was filled with dark clouds, and there was no sign of the sun. It was a cold and stormy day. He felt bad for the soldiers and slaves who were being sent into battle.

The next day, the Secretary met with the Headmaster in his office....
