Yes perhaps recruiting from a world of superheroes and supervillains would be the smartest thing to do in response to a threat like Fuse.

1. Blackfire - The Princess of Tamaran evil sister of Starfire who hates her sister for being passed over for her despite being the oldest. She would bring a lot of skill and knowledge to the table, and would be willing to join for the thrill of the fight added conquering worlds and ruling them she might jump at the chance.

Plus Tamaran's aren't just a emotional race but also a race of warriors, so the threat of Fuse might also interest her.

Also one plan for recruiting her is before the events of Betrothed but after Blackfire seizes the throne of Tamaran. Where you have a plan that risk's the Titans learning about you and your plans, but if you pull it off you'll have the forces of Tamaran in your corner.

Where you change the events of Betrothed so instead of Glgrdsklechhh Starfire is instead engaged to you a Alien Prince/King of a new race that wishes to make a alliance through marriage with Tamaran.

The plan would be to cover your bases and secure Tamaran by converting Starfire to your side. This would give you two options the first is Blackfire and you breaking Starfire into your loyal sex ****.

The second option is you doing some subtle manipulation to heal the rift between Blackfire and Starfire turning them into sisters and lovers and your loyal lovers/allies as well.

1. Jinx - Oh yes the sexy bad luck witch, despite your lost of memories you certainly remember her. She was one of your favorite character who you thought deserved more spotlight, and certainly deserved better than Kid Flash.

She is a skilled villainess who till she met Kid Flash dreamed of becoming a big time villain. Which is something you could offer her, and you can also show her that she deserves better than Kid Flash.

She was trained and taught to be a villain at a school for villains, and has experience as a villain albeit a minor one. So she has knowledge and experience that could prove valuable to someone new to this crazy lifestyle like yourself.

Hmm perhaps recruiting her right when she's on the fence of crossing over to the heroes side, before she joins them or get's together with Kid Flash might be the best bet.

Though other options would be to either recruit her after the Brotherhood saga and she's joined the Titans. This might be a little more work but you might be able to appeal to her desire to be still be one of the big names in the hero and villain world, by saving the multiverse from Fuse.

Or you could recruit her during her villain days when she's still with HIVE. While she might be a bit overwhelmed at facing a threat like Fuse, she would jump at the chance to enter the big leagues in villainy by helping with your multiverse conquest.

Plus if you show her what her canon future would have been, than you might be able to spin things and make her into think that Kid Flash manipulated her and that like a fool she fell for it. Perhaps making her grateful and loyal to you and planting the seed of desire/love as well.

1. Terra - Now here is a character that you always deserved better than she got in canon. True she made many mistakes, but she didn't deserve to be turned into stone or to live in shame. Perhaps getting to her before Slade sinks his claws into her and helping her master her powers instead of him would get her on your side.

Though another option is being the one to free from her stone prison, and offering her a chance at redemption by saving the multi verse from Fuse. Though ranted it would be by conquering it, but unlike Slade you intend to make things better.

Also a darker part of you can't help but consider another benefit of recruiting Terra. Where if you strike while she's emotionally ****, than you could get her to latch onto you strongly, and even get her to fall for you. Where she could become Harley Quinn level's in love and loyal to you.
